Thanks to the many little affordable bistros dotting the city, a good steak frites is not hard to find. But for Francophiles looking for very traditional farewithout breaking the bankthe options aren't quite as robust. That's why Matisse, from the owner of Opia on 57th Street, should be a welcome addition to the Upper East Side scene. Appetizers like celeriac remoulade and sauteed snails with lardons, garlic butter and white wine; and entrees like roasted cod fish with turnips, baby carrots, onions and basil oil seem lifted from the Escoffier playbook,. There's even a menu section titled So French highlighting beef tartar, blood sausage and the like. Management emphasizes the philosophy is Everything on the menu is under $20, we're trying to be a neighborhood place, but the comfortable atmosphere ensures you won't feel like you're bargain hunting.
